1948（昭和23）年1月7日、「財閥同族支配力排除法」（昭和23年1月7日法律第2号）の施行にともない、財閥関係会社の役員の経歴を審査・判定する機関として発足した。しかし、同年12月16日の法改正によって廃止され、審査業務は総理庁官房が直接行うことになった。
