　The Russian interests in northeastern provinces of China were transferred to Japan as a result of the Russo-Japanese Peace Treaty, and this was approved by Qing as a result of the Sino-Japanese treaty regarding Manchuria. South-Manchuria Railway Company (Mantetsu) was established to manage the interests. This is the full text of the Imperial Edict for ordering the establishment of the company.
