@The Pro-Russian government was formed in Korea, and the Komura-Weber memorandum was exchanged between Komura Jutaro, Minister to Korea and Karl Ivanovich Weber, Russian Minister to Korea to improve the worsening Russo-Japanese relations. It included an agreement between Japan and Russia to advise the Korean government to return King Kojong to the palace.
