On Wednesday, April 16, 1941 (U.S. Time) Ambassador to the United States Kichisaburo Nomura meets with Secretary of State Hull. Hull received from Nomura the “Japan–US Draft Agreement,” which was created through unofficial correspondences between Japan and the US. Hull requests that the Japanese government take the necessary procedures to begin formal negotiations.

April 16, 1941, Ambassador to the U.S. Nomura held a conference with Secretary of State Hull at Hull’s private home, and received an offer from Secretary Hull to get official instruction from the Japanese government to process with negotiations on the “Japan–US draft agreement (provisional title),” which they had been maneuvering internally. Nomura asked the Japanese government to send official instructions for the “big picture” and “to follow the scenario.” (Document 1)
Document 2 is the entire text of the “Japan–U.S draft agreement (provisional title)” and document 3 contains detailed explanations of each article in the agreement.
Document 4 is the letter sent to Japan from Ambassador Nomura stating Secretary Hull’s discussions regarding his acknowledgment of the international situation.
