In 1941, February 11 (U.S Time), Kichisaburo Nomura assumes his duties in Washington as Ambassador to the United States.

On November 27, 1940, Nomura was appointed Ambassador Extraordinary and Plenipotentiary to the U.S., and arrived in Washington D.C. on February 11, 1941. He presented credentials to President Roosevelt on the 14th. Document 1 includes the documents that appoint Nomura to the position of
ambassador, and the request form from Minister of Foreign Affairs Matsuoka
to Prime Minister Konoe addressed to the throne requesting the emperor's
confidential information. Document 2 represents the credentials presented by Nomura to Roosevelt, and a report from the conference.
