Commentary	工部省の内局。1876年7月、文書局を改組するかたちで設置。局内に往復・名簿・訳文・受付の各課を置く。同年9月、民坑掛を置く。同年10月、名簿・訳文両課を分離・独立、書記局を設置。1877年1月、書記局に吸収されるかたちで廃局。
