Commentary	1908（明治41）年勅令第二百七十五号（「関東都督府通信官署官制」）によって設置された。郵便・郵便為替・郵便貯金及び電信電話の事務を管理し、電信電話の建築及び私設電信電話の監督事務を掌った。通信管理局は大連に置かれた。1919（大正8）年の関東庁設置によって廃止され、関東庁通信管理局となった。
