Commentary	1924（大正13）年12月の交通局新設に伴い設置された。当初は庶務課・監理課・工務課・海事課の4課が置かれた。監理課は郵便・小包・郵便為替・郵便振替貯金及び電信電話業務等の監督を掌った。工務課は電信電話の技術・設計・建設・保守に関する事項を掌った。海事課は船舶・海員・航路及び補助金、航路標識・港湾事務・水難救護に関する事項を掌った。1929（昭和4）年に、為替貯金課・電気課が設置された。電気課は電気事業及びガス事業の取締に関する事項を掌った。1936（昭和11）年には、航空課が設置され、航空に関する事項を掌った。また1937（昭和12）年に保険課が設置され、簡易生命保険及び郵便年金業務の監督規画に関する事項を掌った。1941（昭和16）年には経理課が設置され、為替貯金課が廃止された。
