Commentary	1934年12月26日の勅令第348号「関東局官制」によって満洲国大使館に関東局が設置されると、勅任で総長が置かれた。関東局総長には内務官僚が就任することが通例となっていた。関東局総長は、満洲国駐箚特命全権大使を補佐し、関東局の事務を総理し、関東局官房および各部の事務を監督する任を担った。
