Commentary	1919（大正8）年の関東庁設置に伴い、従来の関東都督府民政長官の職を引き継ぐ形で設置された。事務総長は勅任で、関東長官を補佐し、関東長官に事故があった場合はその職務を代行すると定められた。また事務総長は関東庁民政部長を兼務した。1921（大正10）年の官制改正により、民政部が廃止されたのに伴い、民政部長との兼任が解かれ、事務総長は関東長官の補佐及び庁務の統括、各部局の事務の監督がその主な任務となった。1924（大正13）年12月の官制改正で廃止された。
